Lee Vaughn was named warden at Cibola County Correctional Center in 2009. Vaughn joined CCA in 1999 as assistant warden at the formerly-operated L. Moss Criminal Center in Tulsa, Okla. before transferring to McRae Correctional Facility as assistant warden. Prior to CCA, Vaughn spent 22 years with the Bureau of Prisons, retiring as an associate warden. Vaughn served for five years in the U.S. Army. He holds a bachelor's degree in Business Administration from Southern Illinois University.

The Grants/Milan communities have a population of approximately 12,000 people, and are located on Interstate 40 approximately 80 miles west of New Mexico's largest city, Albuquerque. Deemed the "Uranium Capital of the World" in the 1960s and 1970s, Grants has experienced several economic booms over the years from profitable mining, carrot farming and now the prison industry with three prisons and a county jail in and around the city. Law enforcement offices include the Milan Police Department, Grants Police Department, County Sheriff's Department and a New Mexico State Police Department outpost, all within the boundaries of the town. The New Mexico High Country Desert area is rich in history, dating back to the Conquistadors, and is within reasonable driving distance of the city.

Community Activities:
Cibola County Correctional Center executive staff participates in the Monthly Community Relations Committee meetings. Members of the staff dedicate their time to the local volunteer fire department, police and sheriff's departments, local churches, Casas por Cristo, Walk for Life activities for cancer fund-raising and awareness, and other charitable organizations in and around the community. The Cibola County Correctional Center assists the City of Grants and Cibola County in preparation for the annual Fire and Ice Bike Rally, and often provides additional volunteer security duties for special events such as the Moving Vietnam Memorial Wall in 2004.

Visitation Schedule:
Saturdays, Sundays and holidays: 8:00 a.m. - 3:30 p.m. Allowed visits will be a maximum of three and a half hours 1st and 2nd session, unless there has been prior approval from the assistant warden or warden. Segregation will be the same schedule as general population with no restraints.
Visitation Rules:
Visitor Rules and Regulations 1. Cibola County Correctional Center is a smoke-free facility; therefore, there is no smoking in the visiting room, or in any other area of the facility. 2. Inmates and their visitors may embrace and kiss briefly at the beginning of the visit and at the end of the visit. No extended embraces or kisses are permitted. 3. Visitors and inmates may not engage in sexual contact or other behavior that disrupts the orderly operation of the visiting room or that would offend others. 4. Inmate visitors may purchase sodas and food items from the vending machines provided in the visiting room. No other food items may be brought into the visiting room. Food items must be consumed or discarded in the visiting room before leaving. 5. Visitors are not allowed to bring anything into the visiting room with the exception of: A. Maximum of $20 in change for use in the vending machines, and at no time will an inmate be allowed to handle money B. One baby diaper C. 24 oz. of pre-mixed formula, juice, water, etc. in plastic baby bottles or infant cups D. One pacifier All other items, not limited to but including, shopping bags, handbags, food items (including gum) medications, tobacco products, extra diapers, wipes, diaper bags, baby food, serving spoon, change of clothing, purses, and any other property, will be stored in the front lobby lockers. Please be advised that all items will be searched prior to entrance into the facility and the visiting room. CCA Cibola County Correctional Center is not responsible for lost, stolen, or destroyed property stored in the front lobby lockers. 6. Inmates and their visitors are responsible for supervising their children at all times. 7. Inmates are not allowed to give or receive any items in the visiting room except photos and letters. The visiting room officer or shift supervisor must approve this in advance. 8. Visitors are not allowed to wear the following items while in the visiting room: A. Shorts (regardless of length) B. Headgear (except for religious reasons) C. Shower shoes, house slippers or open-toed sandals. D. See-through clothing E. Clothing exposing the mid-section F. Tank tops or halter tops G. Military clothing H. Dresses or skirts that are shorter than 2 inches above the knee I. Hot pants J. Spandex attire K. Jewelry of any kind (rings, watches, etc.) with the exception of one wedding band and earrings must be declared in the visiting room prior to the visit. The above list is not necessarily the only attire that would be considered inappropriate. If the shift supervisor determines that the visitor is not dressed appropriately for the visiting room, the visitor will be denied entrance based on inappropriate dress. 9. Visitors will be allowed to use the restroom in the reception area during visits. They will be subject to search again upon reentry into the visiting room. 10. Visitors are limited to four at one time (excluding children), and all visitors 16 years and older must have a photo I.D., which may include a driver's license, photo identification, or a valid passport. Birth certificates are not considered proper identification. Persons without proper identification will not be permitted to visit.
