Eduardo Carmona was named warden at CCA's Bartlett State Jail in May 2009. He began his career with CCA as an assistant warden at Mineral Wells Pre-Parole Transfer Facility in Mineral Wells, Texas in July 2008. Prior to joining CCA, Carmona served more than 27 years with the Texas Department of Criminal Justice. With the TDCJ, Carmona served at a number of correctional facilities in varying leadership positions, including 15 years as senior warden.

Bartlett State Jail is located in the heart of Texas, in the town of Bartlett. Bartlett, which was officially founded in 1881, is a station on the Katy Railroad, State Highway 95, and the border between Williamson and Bell Counties. The current population of the town is estimated at approximately 1,800.
Community Relations:
Bartlett State jail has a Community Relations Board which consists of approximately 20 members of the local community, including the bank president, mayor, county and district judges, and the president of Habitat for Humanity. Once each quarter, the facility hosts a dinner for all Community Relations Board members.
Community Activities:
BSJ supports many community organizations including: Bartlett State Jail Post Trauma Staff Support Team; Granger Lake Park; Adopt-A-Highway; Low-risk Offenders participate in various local projects for the city of Bartlett as well.

Visitation Schedule:
Saturdays, Sundays - 8:00am to 5:00pm All offenders -- one two-hour visit per weekend, two visitors maximum per visit (not counting children under 16). Available space, visitor's child management abilities dictates number of children allowed. Adult (18 or older) from offender's approved visitors list must accompany children under 16. Different custodies dictate monthly number of contact visits; depends on disciplinary charges, offender's line status. State Jail offenders allowed contact visit after 30 days in unit, disciplinary free. Persons with criminal records not automatically precluded: nature, extent, time proximity of criminal record considered. ID offenders may change approved visitors list once every six months; State Jail offenders, every 60 days. Contact visits -- immediate family, significant others (natural or adoptive) only: (step)mother, (step)father, (step)children/grandchildren, (step)siblings, spouses (ceremonial spouse -- notarized Informal Marriage Declaration and Registration, copy for offender's file required). Non-immediate family, immediate-in-laws (related by marriage), upon Warden approval.
Visitation Rules:
Proper identification with photograph and signature required for all visitors over 16. (e.g. driver's license, ID card, student/employee ID card.) Children under 16 may need birth certificate. Must provide name/number of offender, relationship to offender, current address. Written permission from supervising individual/agency and facility Warden needed for persons on active probation, parole or mandatory supervision. All visitors verified by officer in charge. Visitors denied if under influence of drugs/alcohol, refuses/fails to produce sufficient identification, falsifies identification, refuses search, refuses vehicle search, violates rules. Visitors shall not possess/introduce any intoxicating beverage, controlled substance, firearm, instrument potentially for affecting/attempting to escape, article, instrument or substance prohibited by department policies/rules, items intended for offender delivery. Dress Requirements: Mandatory: shirt, shoes, long pants- men, post-adolescent boys. No: halter-tops, underwear-type/ sleeveless shirts/ blouses, tank-tops, fishnet/ see-through fabrics, open midriffs, shorts, cutoffs, short skirts.
