Warden: Joe Easterling
Joe Easterling was named warden of CCA's Hardeman Correctional Facility in August 2007. He previously served as warden at CCA's Elizabeth Detention Center from July 2003 to April 2005. Easterling joined CCA in 1989 as a correctional officer at Houston Processing Center. He has also served as chief of security at Sanders Estes Unit, assistant warden at Silverdale Facilities, assistant warden at Davis Correctional Facility, chief of security at West Tennessee Detention Facility and most recently, assistant warden at Elizabeth Detention Center. Prior to joining CCA, Easterling spent 11 years with the Texas Department of Criminal Justice.

Community Activities:
HCCF staff participates in a number of community activities. HCCF leads the county in fund raising for the American Cancer Society's Relay for Life, with a total of over $13,000.00 in 2000 and are striving to exceed that amount in 2001. HCCF staff also participate in other community activities such as; · Leadership Hardeman County sponsored by the Hardeman County Chamber of Commerce with seven staff completing the training since 1998. · Hardeman County Annual Christmas Parade, 1st place in Business and Industry for four consecutive years. · HCCF created and sponsored the "Give a Kid a Coat " campaign since 1998 collecting over 300 coats for local children. · HCCF staff donate regularly to The Exchange Club's Carl Perkins Center for the Prevention of Child Abuse and the local food bank "Loaves and Fishes". · Bolivar Police Department DARE Program. $1000.00 raised in 2000. · HCCF created and sponsors the Annual "Socks for Seniors' program for the area Senior Citizens Centers.
Programs Offered:
The most difficult problem prisons face today is inmate idleness. HCCF maintains institutional work and education programs in the following areas.
· Work Programs - Inmates work inside the secured institution in areas such as food service, laundry and maintenance. Inmates gain experience and develop work habits that will prove beneficial when returning to mainstream society. Inmates with a minimum-security custody level may participate in work programs outside the institution with the community service program.
· Education - HCCF provides a comprehensive educational program ranging from adult basic education and GED preparation to computer sciences. HCCF is it's own school district. HCCF also provides vocational training for inmates in areas of carpentry, electrical, building maintenance, commercial, upholstery and various other trades.

Visitation Rules:
Hardeman County Correctional Facility visiting days are on Saturday, Sunday, designated holidays, and/or Monday evenings. Scheduled visiting hours are subject to change. The current visiting schedule will be posted at the pedestrian checkpoint and on institutional bulletin boards. It will be the inmate's responsibility to provide his visitor with the designated visiting hours. Special visits will be strictly limited and will required strong supporting justification. Requests for special visits must be submitted through the Unit Manager to the Chief of Security no less than seven(7) days prior to the date of the requested visit.
Inmates may have eight (8) adults and all immediate family members on their visiting list per Warden's approval. Each visitor must provide a bonafide identification on each visit. Children under the age of 12 may visit without being on the inmate's approved visitor list provided that on each visit the child is accompanied by an approved visitor who is either the child's parent/legal guardian. However, children under 16 must have an application, with picture, on file. All visitors under the age of 18 years must be accompanied by an approved visitor who is either the child's parent, legal guardian, or guardian.
The visitor approval process is as follows:
Upon approval of applications, all members of the inmate's immediate family (as defined in TDOC policy) and up to eight (8) additional adults may be listed on the inmate's visitation list at any one time.
To add people to a visiting list, inmates should request a visitation application. This visitation application (CR-2152) should be sent to the visitor who will mail it back to the Visitation Department. The Warden/designee will decide upon approval of said application. When a visitor is approved or disapproved, written notice shall be given to the inmate and it shall be the inmate's responsibility to notify the visitor that he/she has been approved/disapproved. If an inmate has the maximum allowable number of visitors on his list, he must request one (1) be deleted before one (1) can be added.
There is an outside visiting area adjacent to the Visitation Gallery for use during non-inclement weather. There are no picnic items allowed but vending machines are located in the main gallery for use by all visitors. Inmates are not allowed to handle money brought in by their visitors to purchase items from the vending machines. All visitors will be searched prior to entering the visiting area. Inmates will be strip-searched prior to leaving the visitation area and any other times deemed appropriate by the visitation supervisor.
There is a copy of the visitation handbook available to all visitors at Checkpoint which lists visiting rules and regulations. All visitation rules are posted in the visitation area. An inmate orientation list of rules and regulations is available through the unit management team upon initial orientation.
