James Schomig James Schomig, a 32-year veteran of the Kentucky, Nevada and Illinois correctional systems, serves as Warden at La Palma Correctional Center. Previously, he served as Warden at CCA's Eloy Detention Center. Before joining CCA in January 2008, Schomig served as Deputy Commissioner of Adult Institutions for the Commonwealth of Kentucky. He started his corrections career in 1976 as a correctional officer with the State of Illinois. During his distinguished career, he has served as a Chief of Security, Assistant Warden, Warden and Deputy Commissioner.

La Palma Correctional Center, one of CCA's six owned-and-operated correctional centers in Pinal County, is situated adjacent to the existing Saguaro and Red Rock Correctional Centers. Located southeast of the cities of Coolidge and Casa Grande, Arizona, and right between the cities of Tuscon and Phoenix, the town of Eloy has an approximate population of 8,000 residents. Local industries include retail, various agricultural enterprises and others.

Visitation Rules:

PROCEDURES
Visitation rules and hours will be posted in all housing units and available at the front lobby. In accordance with title 15, the visiting schedule for CDCR inmates will consist of twelve (12) hours per week with visiting being held on consecutive days to include Saturday and Sunday. In accordance with title 15, CDCR inmates will be allowed to have visits on New Year’s Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

CONDUCT
Conduct in the visitation room is expected to conform to standards of common decency and consideration for others. Holding hands on top of the table with hands in plain view of the visitation officer is acceptable. A brief embrace and kiss upon meeting and leaving will be allowed. No other physical contact will be tolerated in the visitation area.

VISITOR DRESS CODE
Visitors shall wear clothing that is not unduly suggestive, similar in color or design of inmate attire, and does not create a security hazard. The front lobby officer and/or the visitation officer will have the authority to deny or terminate any visit based on inappropriate dress.

Dresses, skirts, jumpers, culottes, shorts, skorts, and pants will not be worn more than two (2) inches above the knee.
Slit dresses/skirts shall not be slit more the two (2) inches above the knee.
Wrap around skirts will not be allowed.
Halter dresses, halter tops, tube tops, or attire with plunging/low-cut necklines will not be allowed.
See-through, shear fabric, or loose weave material will not be permitted in the visitation area.
Hats must be left outside of the main visitation area.
Visitors will be required to wear footwear. No open-toe, slip-on, or backless shoes will be permitted.
Bulky outer garments such as top coats, raincoats, or heavy sweaters and jackets will not be permitted into the visitation area.
Any clothing, hairstyle, insignias, or other paraphernalia associated with street gangs, alcohol, tobacco, or drugs will not be tolerated.

Decisions concerning proper dress will be at the discretion of the supervisor or higher authority. This decision is final.

PREPARING FOR VISIT
All visitors must be on the inmate’s approved visitation list. CDCR inmates will submit visit applications to CDCR for all required screening and approval.

A maximum total of five (5) persons (adult and children) will be allowed at any one time per inmate.

No visitor under the age of sixteen (16) will be allowed without an adult.

All visitors over the age of sixteen (16) will be required to show a current photo i.d. a driver’s license, passport, employee identification card, military identification card, student body card, or other government issued i.d. is acceptable.

Visitors shall not possess or carry onto the facility grounds any explosive device, firearms, ammunitions, alcoholic beverages, narcotics, illegal drugs, or any object/material which may be used to compromise the safety and security of the facility. In addition, no cellular phones, pagers, electronic games or devices,

Visitors will be escorted to and from the visitation room.

One (1) baby bottle will be allowed to be taken into the visitation room. Only one (1) blanket per baby will be allowed. No diaper bags will be allowed to be taken into the visitation room. Only three (3) diapers may be being taken into the visitation room for babies or children.

Visitors who have prescription drugs for their current medical needs must notify the lobby officer who will then secure the medications for the visitor while they are in the visitation room. The medication must be in a clear labeled bottle with the visitors name on the label. Visitors will be allowed to bring only the amount of medication necessary for the time spent at the facility.

Inmate must be dressed in full uniform (blue pants/shirts) and will only be allowed to wear CCA issued canvas shoes to, during, and from visitation.

Inmates will be allowed to wear prescription glasses, one (1) wedding ring, and a religious necklace/chain. No other personal property will be allowed.

Inmates will be strip-searched before entering the visitation room for a contact visit and pat-searched before entering the visitation room for a non-contact visit. All strip searches will be logged in the strip search logbook.

DURING THE VISIT
No object or article of any kind may be exchanged with the inmate. Exception: items from vending machines located in the visitation area may be exchanged, however all items purchased from the vending machines must be consumed or disposed of in the visitation area. Inmates are prohibited from handling money, approaching, or operating the vending machines.

Once visitors and inmates have been assigned seating in the visitation room, changing locations will require the approval of the visitation officer. The inmate will be required to sit directly across from the visitor when there is only one visitor. The inmate must remain seated at all times unless given permission by visitation officer to do otherwise.

Neither the inmate nor visitor is permitted to become involved in any visit other than their own. The inmate may not talk to other inmates in the visitation area. The visitation patio is not to be utilized for CDCR inmate visitation.

A brief hug and kiss will be permitted at the beginning and end of the visit. Holding of hands on top of the table in full view of the visitation officer is permitted.

Visitors are responsible for controlling their children, especially during the operation of security gates and doors. Children will not be allowed to run and play in the visiting area, waiting area, or front grounds. Children may not be left unattended. Uncontrolled children may necessitate termination of the visit.

Visitors may be searched by a scanning device and/or frisk or pat searched. Belongings such as vehicles, purses, briefcases, may be searched. 1. Frisk or pat searches should be conducted in a dignified manner with as much privacy as can be reasonably afforded. Frisk searches of visitors should be done by officers of the same sex as the visitor if readily available.
2. If contraband is found, a report of the incident is to be submitted to the Warden/Facility Administrator or designee, the contraband confiscated and, where appropriate, the visitor detained for law enforcement officials.
3. No strip or body cavity searches of visitors will be conducted.

DENIAL AND TERMINATION
A particular visit may be denied or terminated under the following circumstances:
1. Visitors are under the influence of drugs or alcohol;
2. The visitor refuses or fails to produce sufficient identification or falsifies identifying information, if required by the Facility;
3. Reasonable Suspicion exists that the security and order of the Facility may be endangered by the visitor;
4. The visitor or inmate/resident becomes disruptive during the visit causing the order of the Facility to be endangered;
5. The visitor refuses to submit to a pat or scanning search;
6. The visitor is in violation of facility visiting rules or regulations; or
7. Insufficient space.

SUSPENSION
Visitation privileges of a visitor may be suspended if Reasonable Suspicion exists that the security of the Facility may be endangered by the visitor. Privileges are too suspended only by the Warden/Facility Administrator or designee.

NOTICE
Prior to suspending visitation privileges, notice is to be given to both the inmate/resident and the visitor of the reasons for the suspension.

At La Palma Correctional Center, the 16-2a will be completed and forwarded to the visitor at the time of the action or mailed to the visitor’s last known address within five (5) working days. The affected inmate will also receive a copy of the signed form.

The inmate/resident and visitor will be allowed to submit written (or, if time demands, oral) statements in opposition to the proposed suspension.

At La Palma Correctional Center, the facility will provide a response to any statements of opposition within fifteen (15) working days of receipt of the written opposition.

A written notice of the decision, including a statement of reasons will be given to the inmate/resident and to the visitor. The statement of reasons may be deleted to the extent it would jeopardize the security of the institution or the safety of any individual.

In the case of an indefinite suspension, the notice is to include a date when re-application for visiting privileges may be made on behalf of the visitor.

SUSPENSION PERIODS
Based on the information provided by the staff and by the inmate/resident and/or visitor, visitation privileges may be suspended for a specific period or indefinitely. The visitation privileges may be temporarily suspended pending the completion of the above process.

It is the responsibility of the individual inmate to advise all of his approved visitors of the visitation rules at this facility. Any violation of the rules listed above will result in termination of the visit and disciplinary action. The visit will be terminated if a visitor or an inmate is disruptive or refused to follow the rules or directives of staff. Significant violations of the rules may result in suspension of visitation privileges.
